Medical Teams International is looking for a leader with international NGO experience dealing with all aspects of logistics and procurement. The Logistics Director provides leadership, vision, direction and strategy to the Medical Teams International procurement and logistics functions at global and country levels, ensuring that it is aligned with the overarching Medical Teams International strategic priorities and organization needs. In addition to building out this new team the Logistics Director will oversee Medical Teams Gift-in-Kind program.
The Director will lead the creation of the procurement and logistics functions, with the overall goal of developing the organizations capacity for delivering goods and services with strong control and accountability oversight.
S/he will define and enforce the policies and processes for proactive procurement and logistics planning at country and global levels. S/he will initiate strong processes for international and in-country logistics, fleet management and inventory management, and proactive supplier and contract management.

Strategic Logistics Management
- Develop and implement the Medical Teams International global logistics policies and systems including procurement, warehousing, inventory & asset management
- Provide strategic leadership of proactive country office focused logistics functions to meet needs and expectations of country programs, headquarters and US-based departments and donors
- Establish key performance indicators (KPIs) to capture, evaluate and report on the performance of all logistics activities. Ensure that KPIs are used for continuous improvement and for strategic decision-making
- Remain abreast of developments, trends and best practices in humanitarian logistics. Establish a network of contacts within similar agencies for collaboration and learning.
- Implement new strategic direction of US-based Gift-in-Kind Medicines and Health Product program.
Operational Logistics Management and Compliance
- Maintain Medical Teams International policy, systems and procedures relevant to logistics e.g., procurement, warehousing, and inventory and asset management and ensure that developments are communicated and implemented appropriately through regular reviews and routine communication
- Ensure that logistics procedures are consistent with Medical Teams International standards and donor requirements, are clearly defined, understood and are operationalized effectively both domestically and internationally
- Work closely with domestic and international teams to develop procurement strategies and procedures that prioritize initiatives to improve operational capabilities, effectiveness and compliance
- Support spot checks of procurement documentation and preparations for in country donor audits
- Identify domestic and country office logistics strengths, weaknesses, opportunities and threats through operational assessments and understanding domestic and international logistics capacity
- Collaboratively develop domestic and international logistics focused action plans
- Contribute to the design and oversee the global roll out of Medical Teams International’s ERP System for logistics services
- Deploy to country programs during emergency response situations when a high level of procurement is required to set up procurement systems and train local staff
- Support procurement related partnership initiatives both domestically and internationally
People Management and Capacity Building
- Provide expert advice on complex procurement issues domestically and internationally
- Continuously assess and recommend training and skills upgrades for logistics staff
- Deliver staff training and other awareness-raising activities on logistics topics
- Support the recruitment and onboarding of logistics staff
- Advise logistics and non-logistics staff
- Manage Logistics Team staff through quarterly performance review
Qualifications
- Minimum of 10 years of senior global procurement/logistics experience, with at least 5 years in an international humanitarian aid organization
- Post graduate degree in relevant field e.g., economics, finance, business, procurement or related discipline
- Demonstrated experience in implementing procurement principles, policies and procedures for the management of international procurement services
- Understanding of challenges related to humanitarian procurement, specifications of humanitarian commodities, and the challenges associated with management in disaster settings.
- Willingness and ability to travel overseas up to 40%, including remote and/or difficult environments
- Working fluency with Microsoft Office software (Word, Excel, Powerpoint, SharePoint) required
- Demonstrated success as a procurement leader across all the disciplines including planning, procurement and logistics. Experience in Africa and/or the Middle East an advantage. ILLS & ABILI
KNOWLEDGE:
- Extensive knowledge of budgeting Generally Accepted Accounting Principles
- In-depth knowledge of humanitarian institutional donors (UNHCR, USAID, OFDA, BPRM)
- Familiarity with ERP system for procurement such as Unit 4
- Adult education, coaching and training ability
- Familiarity with relevant regulatory requirements and an understanding of standard contractual terms and conditions to mitigate legal risk
- Knowledge of USAID regulations, compliance with Geo Codes, management of risk related to interactions with OFAC specially designated nationals blocked persons list.
- Expertise in the application of strategic procurement management and experience in maximizing resource utilization
