This position contributes to the mission of the organization by being responsible for ensuring compliance with USAID and Medical Teams International financial policies and procedures as they pertain to the OFDA RITE grant. This position works closely with the members of the human resource, programs, and finance teams to ensure donor, regulatory, and award compliance. This position requires strong emphasis on post-award close-out and financial compliance
Essential Duties and Responsibilities
Financial Accounting
- Ensures all routine [monthly/quarterly/annual] and special financial donor reports are prepared for review and approval of Country Director and HQ Finance prior to timely submission to donors.
- Works with Finance Manager to review financial reports with project managers and Country Director; submits to HQ for review prior to submitting to the donor.
- Assist in developing and maintaining acquisition and assistance tools, templates/formats and other guidance based on grant requirements, for use by MTI Liberia staff.
- Make regular visits to the field offices, project sites and partners to ensure quality in all aspects of finance grant Compliance.
Compliance and Risk Management
- Maintains current knowledge of local government and international institutional requirements related to financial matters, in particular financial award procedures.
- Assists the Director, Compliance in ensuring that appropriate standards, practices, and internal controls are adopted and adhered to.
- Assists the Director, Compliance in ensuring that there is a system in place for appropriate monitoring, auditing, and other measurements of the organization’s compliance with country and grant specific requirements.
- Coordinates and conducts compliance training programs on organization policies, including country and grant specific requirements.
- Perceives future necessities for donor compliance, being familiar with cost extension and re-alignment procedures.
- Coordinates with Director, Compliance and external auditors to complete required donor audits.
- In concert with the human resource, finance and programs department, review, improve and develop policies and procedures and internal standard operating procedures (SOPs) for contracts, grants, and procurement strategies for institutional and foundation grants.
- Conduct or facilitate internal risk assessments for potential awards.
QUALIFICATIONS
Required:
- B.A. or B.S. in accounting, business administration or closely related field.
- 3-5 years relevant professional experience in finance and compliance roles, implementing significant multi-year development projects
- 3-5 years managing USAID funded grants or contracts
- Experience supervising staff
- Relevant professional experience in Africa
- Extensive knowledge of generally accepted accounting principles.
- Extensive knowledge of USAID rules and regulations, including Super Circular and A-133 audit requirements
- Commitment to Medical Teams International's mission statement.
- Proficient in Microsoft word processing and spreadsheet software, and module-based financial management software programs.
- Working knowledge and/or experience in monitoring and evaluation, participatory methodologies and project cycle management.
- Demonstrated planning and organizational skills.
- Demonstrated ability to prepare and analyze complex financial reports.
- Willing and able to live and work in a post-conflict country, and handle high pressure environment. Ability to handle multiple projects simultaneously; flexible.
- Fluent in written and spoken English.
- Detail oriented with an ability to maintain accurate records.
- Ability to independently plan, organize and follow through on task.
