Senior Response Manager Humanitarian Response Team

Reporting to the Humanitarian Response Team (HRT) Director, the HRT Senior Response Manager oversees key elements of the HRT function including the management, initiation, implementation, and monitoring of humanitarian responses and projects; overseeing assigned humanitarian programs; and supporting the administration of HRT operations. This role is integral to Medical Teams reaching their aspirational goals of tripling the number of displaced and crisis affected people served and increasing capacity to respond to sudden onset disasters.

The role serves as the liaison point for all other HQ departments such as Marketing and Development, Human Resources (including volunteer deployment needs), Finance, Information Systems, and Medical Health Product.

Strategic Planning

  • Assist the Humanitarian Response Director in the development of humanitarian response strategies, annual work plans, and reporting against team and group outcomes and indicators.
  • Collaborate with the Humanitarian Response Director and other Humanitarian Response Team members on the continual improvement and implementation of the Humanitarian Response Plan.
  • Available to deploy in a leadership role immediately in the event of an emergency response being initiated.
  • Contribute to the achievement of the MTI Core Humanitarian Standard Improvement Plan.

Program

  • Provide support for MTI’s emergency responses and where necessary, backstop in-country teams.
  • Design, implement and document findings from needs assessments in new and ongoing humanitarian crises, especially identifying barriers to health care.
  • Develop and lead Tabletop exercises to practice response actions with headquarters and HRT staff.
  • Act as legal representative for MTI in new countries to establish operating permission or country registration.
  • Collaborate with HQ staff to ensure that HQ program reporting, information and data is current, including country information, proposals, and funding needs.
  • When deployed to a response, provide regular and clear updates on response strategy to the Humanitarian Response Team Director and other headquarters stakeholders.
  • Provide technical assistance and guidance to Country Offices in implementing action plans based on assessments, recommendations and program outputs.
  • Develop and train on humanitarian capacity building for staff at headquarters, country offices and the MTI Humanitarian Response Roster.

Partnerships

  • Develop partnerships with other NGOs in disaster response to form complimentary response plans and/or work as a consortium for donor funding.

Finance and Human Resources

  • Build strong relationships with support functions to build their readiness and understanding for MTI humanitarian responses.
  • Coordinate with MTI HQ to support humanitarian teams in finance, HR functions and assist in recruitment and orientation of new humanitarian country program staff.
  • Document and manage a response budget throughout a response and ensure expenses are documented per the Financial section of the Field Operations Manual.
  • When Response Team Lead, design response organizational charts, oversee creation of staff job descriptions, and initiate hiring of national staff.

Resource Development

  • Establish and maintain contacts with key donors and coordination bodies to ensure Medical Teams International response is relevant, coordinated and known by donors to ensure funding and inclusion in humanitarian community Humanitarian Response Plans.
  • Meet with donors to influence their funding strategy, such that MTI the response is funded.
  • Write institutional donor and private funder concept notes and proposals based upon needs analysis for humanitarian health interventions, with the support of other team members on the Humanitarian Response Team.

Safety and Security

  • In coordination with Global Safety & Security Advisor analyze, update or develop country/program security guidelines and make recommendations for improvements for security management plans, evacuation contingency plans and standard operating procedures and oversee utilization of security expert advice.
  • Undertake Security Risk Assessments for MTI operations or oversee the work of consultants undertaking them.
  • Ensure implementation and compliance of MTI’s security policy and standards for MTI operations.
  • Comply with and promote all relevant MTI policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities, and other relevant policies.
  • Support headquarters international Crisis Management Team, as needed.

Supervisory Responsibilities

  • Oversee the Program Manager and Program Support Office in supporting the administration of humanitarian operations as designated
  • Oversee management of designated humanitarian programs including financial management, strategic planning, partnership development, program quality, reporting, fund raising, communications and provision of technical assistance.
  • Manage programs and staff according to MTI policies and Field Operations Manual in the event of being appointed team leader, or another role, during the first phase of a response.

OTHER DUTIES:

  • Ensure accountability is integrated into country strategies, program design, monitoring and evaluations, recruitment, staff onboarding, trainings and performance management, partnership agreements, and highlighted in reporting.
  • Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
  • Utilize volunteers whenever possible.
  • Additional duties as assigned.

Qualifications

EDUCATION, LICENSES, & CERTIFICATIONS

EDUCATION REQUIRED:

  • Bachelor’s degree in international relations or related field.

  • Hostile Environment Awareness Training.

EDUCATION PREFERRED:

  • Master’s degree in public health, international relations or related field.

  • Humanitarian training.

  • Security management training.

  • Training experience

LICENSURE REQUIRED:

  • Valid passport.

  • International driver’s license, or ability to obtain one.

  • Current first aid certificate

  • Train the trainer Certificate, or similar.

  • Rapid needs assessments in a humanitarian crisis certificate, or similar.

EXPERIENCE

REQUIRED:

  • Minimum 8 years humanitarian sector experience.

  • Minimum 3 years in an NGO field based senior management role delivering humanitarian assistance funded by institutional donors.

  • Demonstrated experience in leading a humanitarian response in the field.

  • Minimum 1 year’s operational experience in conflict or complex natural disaster responses with an NGO.

  • Experience overseeing successful audits of programmatic grants from several of the following donors: UNHCR, UNICEF, WFP, OFDA, PRM and Country Based Pooled Funds.

  • Demonstrated experience in working in partnership with other NGOs through consortiums, coordinated response etc.

  • Experienced in managing security in insecure environment utilizing a community acceptance strategy.

  • Aware of current safety and security practices and issues affecting the humanitarian community globally.

  • Experience working in hostile environments.

  • Leading the development of community acceptance in humanitarian contexts.

  • Experience in training design and delivery to a multi-national audience.

  • Experience managing and developing budgets.

PREFERRED:

  • Experience as Country Director in humanitarian aid NGO

KNOWLEDGE, SKILLS, & ABILITIES

REQUIRED:

  • A knowledge of humanitarian contexts and application of humanitarian principles.

  • Ability to maintain and develop collaborative relationships.

  • Ability to set clear objectives with teams and individuals, and monitor progress and performance.

  • An understanding of conflict resolution and experience in negotiation to support positive outcomes.

  • Able to make decisions in stressful and chaotic situations.

  • Able to articulate plans and decisions cross-culturally.

  • Thorough knowledge of the humanitarian system and current developments, including the transformative agenda and Grand Bargain.

  • Must be able to exercise considerable initiative.

  • Detail oriented with an ability to maintain accurate records.

  • Ability to independently plan, organize and follow through on task.

  • Ability to maintain and protect the confidentiality of organization information.

  • Ability to handle multiple projects simultaneously; flexible.

  • Ability to operate well in a fast-paced work environment.

  • Ability to work flexible schedule and weekends as needed.

  • Proven ability to undertake Security Risk assessments.

  • Proven skills in concise and succinct report writing. Ability to prioritize security related tasks and complete reports to deadlines.

  • Ability to formulate and communicate analysis of a changing security environment.

  • Excellent interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, armed actors (where appropriate), donors, International Organizations and local NGOs.

  • Ability to develop strategies or build capacity in others to mitigate the diversion of aid and operate in areas where designated foreign terrorist organizations are present.

  • Strong leadership skills.

  • Fluent in English (written and spoken).

PREFERRED:

  • Understanding of international public health programs.

  • Additional language(s) – ideally French, Spanish and/or Arabic.

COMMUNICATION SKILLS:

  • Must have the ability to consistently communicate professionally and effectively with all constituents.

  • Ability to network with donors for the purposes of obtaining institutional funding.

  • Strong interpersonal skills.

  • Ability to communicate effectively both verbally and in writing.

COMPUTER SKILLS:

  • Standard Office Software

  • Moderately skilled with Microsoft Office, including Word, Excel, Teams, and PowerPoint.

  • Communication Software

  • Moderately skilled with Microsoft Outlook

  • Basic skills with GIS Mapping

  • Experience with Skype, Whatsapp, Sharepoint, and Google Drive preferred
